Harrisburg, PA - A document automation system implemented by the Pennsylvania-based information management company, IMR, for the Allegheny County Controllers Office in Pennsylvania, has been selected as an Association for Information and Image Management (AIIM) Carl E. Nelson Best Practices Award Winner in the Large Company category. IMR worked with the Allegheny County Controllers office to implement a custom system to process election poll worker and constable payments.

Presented by AIIM, the Enterprise Content Management (ECM) Association, the Carl E. Nelson Best Practices Award recognizes excellence in the Enterprise Content Management (ECM) field. The term "Best Practices" denotes a standard of excellence that has been achieved within an organization and refers to a process or implementation that can be quantified, adapted, and repeated.

Allegheny County is the second largest county in the Commonwealth of Pennsylvania with approximately $1 billion in annual expenditures. As part of an overall cost-saving measure, the county investigated automation of constable and election poll worker payments to create efficiencies during critical election times. After each election, Allegheny County faced the challenge of manually processing election poll worker and constable payment forms for over 11,000 workers within 72 hours. The manual processes required hand sorting incoming forms into one of 1,320 wards, keying in data, and the manual verification of information from each payment form.

The document automation and data capture solution developed by IMR for the county eliminated the time-consuming manual procedures and allowed for processing of poll worker and constable payments forms in a third of the time previously required. The increased efficiency of the system translates into an 85% reduction in labor costs, which only requires a third of the time to complete.

While accepting the award, Allegheny County Controller, Mark Patrick Flaherty remarked, "It is always gratifying to improve our business practices and the level of services we can provide to residents, but having this implementation recognized as a best practice by one of the well-respected associations in the industry is a great honor." He continued, "The award recognizes not only the benefits provided by OCR for AnyDoc® but also the professionalism and competence of both IMR and the AnyDoc Software team."

Competing against international companies like Siemens and IBM makes winning the award all the more meaningful to IMR President Robert D. Chamberlain, Jr. "We are thrilled to be recognized for a project that made a huge difference for Allegheny County and to know that we are providing innovative automation alternatives for our customers."
